To Whom it may concern,

I have just submitted the attached documentation to the NASA Inspector General.  Here is my cover letter:

ALLEGATION OF SIGNIFICANT RESEARCH MISAPPROPRIATION & FRAUDULENT NASA FUNDING OUTCOME

SUMMARY:

In 1998, I authored and officially copyrighted a unique Mars trajectory method and 26 pages of FORTRAN computer code. In Fall 2000, Dr. Cesar Ocampo joined the UT Austin aerospace faculty. In Nov 2000, I presented my proprietary research at a seminar organized and attended by Dr. Ocampo. In Nov 2001, Dr. Ocampo was assigned to an official administration ad hoc committee to review my research. Utilizing this fiduciary position of trust, Dr. Ocampo misappropriated my exact algorithm. My 1998 Mars solution became the exact first case, functional baseline, and theoretical foundation for Ocampo’s “Copernicus Trajectory Design & Optimization System.” Official NASA timelines show Copernicus was established at UT in Aug 2001, directly overlapping this committee review. Copernicus subsequently received massive, multi-decade NASA funding and won the 2021 NASA Software of the Year Award.

FEDERAL IMPACT: Millions of dollars in federal NASA grants and development contracts were awarded based on proprietary intellectual property and algorithms stolen from my prior copyrighted work. I was a disabled veteran at the time. The malice at Texas caused my disability to increase to 100%.

EVIDENCE SUBMITTED DIRECTLY:

  1. Proof of prior ownership: My registered June 1998 copyright for the 26-page FORTRAN code.
  2. Proof of access: Nov 2000 UT seminar flyer bearing Dr. Ocampo’s name.
  3. Proof of fiduciary assignment: Official letter from the UT Disabilities office and another from the UT President placing Ocampo on the Nov 2001 ad hoc committee.
  4. Side-by-side technical cross-analysis proving Copernicus’s initial case is an exact match to my 1998 Mars solution

Further details, 50+ official UT documents, and a tally of over 200 violations of the VA disability guidelines, Title IX, ADA, and the grad school Redbook are listed on my website.  I was a member of three protected groups (disabled veteran, Special Vietnam Veteran, and older-than-average students – age 42+).

Please visit https://gradadvocate.com/  for more documents.  I will be adding more information daily.  If you require any further information from me, please let me know.

One note: By Texas law, the statute of limitations on a hate crime (and every other crime associated with this complaint) is put on hold if an individual is mentally incapacitated.  Immediately after my dismissal, the VA increased my disability rating for schizophrenia from  0% to 100%.  One year later, it was made permanent and total.  It is only now that I have been able to understand what happened, and I only discovered this past week that Cesar Ocamp stole all of my Mars research and used it for the Copernicus software program.  He literally used my exact Mars structure.

That violates so many laws, rules, and guidelines that it’s impossible to list them all.  Foremost, at the very time he was ushering my expulsion, he was signing a million-dollar grant with NASA for EXACTLY my research.  He built a career on my work.
